Professional Certificate Program in Business District Management: Online Course

The National Center for Public Performance, in collaboration with the New Jersey Managed Districts Association (NJMDA), presents a certificate program for Managers of Business Districts (that includes, but is not limited to Special and Business Improvement Districts, Community & Economic Development Corps, Enterprise Programs, and Main Street Programs).

The Certificate Program in Business District Management (BDMCP) provides students with a user-friendly, online learning platform that offers training in the skills to effectively manage business districts as public-private partnerships. In particular, the program provides a basis for business district management as a unique form of public management that unites a community's public and private capabilities. Online class readings and discussions work to further business district management as a profession, to address legal structures and working models, to examine revitalization, business, and community development technologies applicable to managed district public-private partnerships, to highlight the working relationships between numerous stakeholders, and to sharpen the data collection and evaluation techniques of participants.

Business District Management Curriculum

Enroll in online classes that are compatible with professional schedule and job needs. Complete four, five-week classes to become certified in Business District Management, through the National Center for Public Productivity at Rutgers University - a widely recognized and celebrated provider in the field of performance measurement.

Tuition Reimbursement: Check with a Human Resource Administrator in your organization regarding tuition reimbursement policies for educational programs and training offered for Continuing Education. Each of the five classes is may qualify for CEU credits. Class descriptions are available below - follow the link for each class to learn more about available dates, readings and syllabi.

Continuing Education Credits (CEU): Many states and local municipalities require professionals to complete annual CEU. Pre-approved in New Jersey, most states will accept documentation from courses taught through the university for CEU credit.

The certificate program curriculum is global in perspective. BDMCP works in cooperation with the purpose and goals of the International Downtown Association. In view of its goal to help professionalize the field of business district manager, BDMCP partners with the New Jersey Managed Districts Association, and the London-based Institute of Place Management in delivering best practices in the field and sharing research findings and professional standards which are made available to registrants of the business district management certification program.

Successful completion of four on-line Modules earns a Certificate in Business District Management that equips managers to:

  • Determine professional aspects of public-private partnership management balancing citizen participation, business management, economic and community development, and public service demands;
  • develop strategic planning and collaborative implementation;
  • steer public entrepreneurship, cooperative retail/commercial management and comprehensive community development strategies, and harness social capital that is central to district growth;
  • collect, interpret, and present relevant data to internal and external audiences;
  • and apply performance measurement and other program assessment techniques.

Class Requirements
Class requirements include successful completion of required weekly readings, participation in threaded discussions and the submission (electronically) of weekly assignments to NCPP faculty and staff.

Weekly Reading: Reading materials are provided to registrants by BDMCP although some materials will need to be purchased. Readings are organized by themes for weeks 1 through 4 of the online class. Registrants have access to cutting edge research, informative manuals, and case studies and models for performance management and citizen participation. BDMCP/ NCPP staff issue registrants the class web address, ID and password. All of the weekly class materials are available so that registrants can log in, review the class structure, materials and requirements, and participate in weekly discussions.

Weekly Discussions: BDMCP faculty and staff post a discussion question at the beginning of weeks 1 through 4 of the online class. Questions address the theme of the week's readings. Registrants are encouraged to post a response that is informed by class readings and professional experiences. BDMCP faculty and staff guide the conversation and directly address questions or comments. Weekly discussions are an opportunity to explore new topics, and discuss issues and obstacles related to business district management with other professionals and the BDMCP faculty. Many registrants report that these exchanges serve as a catalyst for building a rapport among colleagues and BDMCP faculty.

Weekly Assignments: Assignments may include analytical papers, reaction papers, critiques, or other creative activities and projects. BDMCP faculty and staff provide explicit directions for assignment completion. Questions and activities are closely tied to the weekly theme so that enrolled professionals can strike a balance between meeting professional demands and the class requirements. Registrants often report that class assignments are relevant to their work and provide much needed skills and techniques on various professional levels.

Certificate Requirements and Fees
Register for classes on an as-needed basis or earn a Certificate in Business District Management. Certification requires the successful completion of four online classes which is highly recommended given the continuity of class offerings. Full tuition for business district management certification is payable in advance.

Annual Fee: $75 Student Membership in NCPP (includes subscription to the Public Performance & Measurement Review)

Registration Fees: $1200.00 (US) full tuition. Under corporate purchase orders this is payable in $300.00 increments. Credit card payments are acceptable.
